Disclosure of Consumer Information — Your Right To Know
Blue Ridge Community College is committed to providing students, their families and the campus community full disclosure of all consumer information as required by state and federal laws and regulations. The laws are intended to satisfy students’ right to know, and afford the opportunity for students to make fully informed choices regarding the institution they elect to attend. Take a moment to review the information below.
Consumer and disclosure information relating to current degrees and programs offered by BRCC, accreditation information, credit transfer policies, and lists of faculty and administrative personnel are in the BRCC Catalog, or by calling Student Services at (828) 694-1800.
During the Fall and Spring semesters, BRCC offers approximately 98 sections of distance learning courses online. These courses are available to students who, for various reasons, cannot attend classes on campus. Approximately 98% of online students reside in this state; however, a few may live outside the state. While we do not recruit students from out of state, nor advertise courses or programs out of state, we will make good faith efforts to comply with individual State regulations on distance education and physical presence as applicable to their student population. Recent amendments to the Higher Education Act of 1965 (HEA) include changes in individual State Authorization regulations that impact online, distance learning, and correspondence education providers. Blue Ridge Community College is working to achieve compliance as established in HEOA 600.9 (c).
§ 600.9>> STATE AUTHORIZATION states:
If an institution is offering postsecondary education through distance or correspondence education to students in a State in which it is not physically located or in which it is otherwise subject to State jurisdiction as determined by the State, the institution must meet any State requirements for it to be legally offering postsecondary distance or correspondence education in that State. An institution must be able to document to the Secretary [of Education] the State's approval upon request.

The Drug Free Schools and Campuses Act of 1989 requires that all students and employees be notified annually of Blue Ridge’s Drug Abuse Prevention Program Policy and Drug Free Workplace Policy.
Consumer disclosure information relating to financial aid includes: cost of attendance, description of need and non-need aid types, application procedures and processes, student eligibility requirements, criteria for selection of recipients and awarding funds, disbursement information, refund and repayment policies, satisfactory academic progress policy for financial aid, appeal procedures, financial aid availability for students abroad, and VA/Military benefits. Federal regulations published in October 2010 required institutions to report certain information about Title IV eligible educational programs that lead to gainful employment in a recognized occupation. While all of our programs at BRCC are designed to lead to either employment or college transfer, the Department of Education requires that we provide disclosure information on specific programs.
The overall graduation rate is also known as the "Student Right to Know" or IPEDS graduation rate. It tracks the progress of students who began their studies as full-time, first-time degree- or certificate-seeking students to see if they complete a degree or other award such as a certificate within 150% of "normal time" for completing the program in which they are enrolled.
Blue Ridge Community College (“College”) strives to make its campuses inclusive, safe and welcoming learning environments for all members of the College community. Title IX of the Education Amendments of 1972 prohibits discrimination based on gender in educational programs which receive federal financial assistance. Examples of programs and activities subject to Title IX protection include athletics, recruitment, admissions, financial aid, and scholarships.

Users of the BRCC network are prohibited from knowingly or unknowingly using unauthorized peer-to-peer file sharing programs for accessing music, videos, movies, games, network files, or applications, as well as unauthorized activities. The Family Education Rights and Privacy Act of 1974 (FERPA), and regulations adopted subsequent to the Act, set out requirements designed to protect students' privacy in their records maintained by the college. BRCC has incorporated FERPA into its student-records administration policies.
BRCC places the highest priority on safety. BRCC relies on community members to share this commitment and to actively participate in creating a safe and secure living, learning, and working environment. In compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (The Clery Act), BRCC’s Annual Crime Statistics includes data for the previous three years concerning reported crimes that occurred on or around the campus. The Federal Campus Sex Crimes Prevention Act requires registered sex offenders/predators to provide to the Henderson County or Transylvania County Sheriff’s Office notice of each institution of higher education in the state at which the offender/predator is employed, carries on a vocation, or is a student.
